Victor Mills holds BSc. Hons. (Physics) from the University of Science and Technology, Kumasi, Ghana and MSc. Electronic Instrumentation Systems Engineering from the University of Aston in Birmingham, U.K. He has long and varied experience in project management, procurement management, needs assessment and analysis, provision of instrumentation services and Information Technology.
As a scientist and electronic instrumentation systems engineering specialist, Victor Mills has spent 30 years working in the public service, academia and private sector including running his own business for the past nine years. Along with his appointment as National Project Manager of the Scientific Instrumentation Center of CSIR, (UNESCO/UNDP/GoG Project), he was for several years a part-time lecturer in the Departments of Physics and Computer Science at the University of Ghana, Legon. Until he assumed his present position as Chief Executive Officer of his company, Project and Procurement Management Services Limited (PPMS), he was the Executive Director of Masai Computer Services Limited, IBM Business Partner in Ghana.
In these various capacities, he has carried out specialist assignments, including project and procurement management, institutional needs assessment, determination of requirements of manufacturing industrial companies, development of specifications, computer systems engineering, and design, development and installation of Local and Wide Area Networks.
Victor Mills has over the past nine years been the Project Coordinator of the SECO funded UNIDO Trade Capacity Building Project and the EU funded West Africa Quality Project in Ghana.
He has participated in several conferences and workshops both locally and internationally in procurement management, metrology and information technology.
He has also traveled extensively to visit international centers for measurements and production of precision measurement equipment. He has provided technical consultancy services in project management, procurement management and institutional needs assessment to several government agencies and donor-assisted projects.
