Kwadwo Osei-AsanteQuantity Surveyor/Cost Consultant and Procurement Specialist
Mr. Osei-Asante holds a Bachelor of Science (Hons) Degree in Building Technology from the University of Science & Technology, Kumasi and Life-Cycle Costing for Construction Plant and Equipment from the Construction Machinery Training Institute, Islamabad, Pakistan (1995).
He has twenty-six (26) years of vast professional experience and knowledge covering Pre-Contract and Post-Contract Quantity Surveying Services involving Physical and Technical Auditing, Prequalification Documentation, Preparation of Bid Documents, Bid Evaluation and Project Management for Building, Road and other Civil Engineering Works in Ghana, Nigeria, Kuwait and Belgium.
Mr. Osei-Asante has since 2003 been the Regional Director for Africa of the International Cost Engineering Council, a Worldwide Professional Society of 120,000 Persons which groups Cost Engineers, Quantity Surveyors and Project Managers who work in over one hundred (100) Countries.
He was part of a team of experts invited to work on the Public Procurement leading to the passing of the Public Procurement Act of 2003. He is currently a Resource Person for GTZ/GhIE/ASROC capacity-building Programme on Procurement of Works in the Road Construction Sector.
Mr. Osei-Asante was appointed a Member of the Ministerial Tender Review Board of the Ministry of Road Transport in June, 2004 and a Member of the Central Tender Review Board (National) in January 2005.
In June 2005, Mr. Osei-Asante was appointed an Assessor for the Commercial Courts Division of the High Court, Accra in the technical assessment and adjudication of commercial disputes pertaining to Consulting Services and Works Procurement.
Mr. Osei-Asante was the Lead Procurement Consultant for the PPP Transaction Advisory Services for the Construction and Equipping for the KNUST Medical Diagnostic Centre, and Cost Consultant on Construction of Magnetic Resonance Imaging (MRI Equipment) at Korle Bu Teaching and 37 Military Hospitals with F. Malawi Ltd, Accra.
For over five (5) years now, Mr. Osei-Asante has been the External Examiner at the School of Engineering, Accra Polytechnic, Member of the National Disaster Management Organisation (NADMO), National Housing Development Board and a part-time Lecturer at the Land Valuation Board Training School, Accra from 1986 – 1994.
He is a Fellow of the Ghana Institution of Surveyors (GhIS), a Corporate Member of the International Federation of Surveyors (FIG), Member of Chartered Institute of Building (CIOB), the Official Delegate of the GhIS to both the International Cost Engineering Council (ICEC) and the Africa Association of Quantity Surveyors (AAQS). He is a Member of the Council of the GhIS and Chairman of the Quantity Surveying Division of the GhIS.
